Community Spouse Resource Allowance (CSRA): The Community Spouse Resource Allowance is determined as a part of the Medicaide Application process after the SnapShot of the couple's countable assets is taken. This is the amount of assets that the community spouse will be entitled to retain.

County Board of Social Services: The County Board of Social Services is located in each county.


In addition to the central office, there are outreach offices in most major hospitals. 


Medicaide Agency: The Medicaide Agency, which administers the Medicaide Application process, is the County Board of Social Services. A State Medicaide Agency oversees the county agencies and makes policies including Medicaide regulations.

Medicaide Application: A Medicaide Application on a form furnished by the County Board of Social Services must be filed and approved to obtain Medicaide benefits. 


Medicaide: Medicaide is the medical assistance program funded by the federal and state governments and administered by the county boards of social services.


PAS: PAS is a determination by a Medicaide nurse that the care being received by the Medicaide Applicant is medically necessary.


Personal Needs Allowance: In New Jersey a Medicaide Applicant is entitled to retain assets in the amount of $2,000 under the Medicaide Only Program and $4,000 under the Medically Needy Program.


Retroactive Medicaide: It is possible as a part of the Medicaide Application process to obtain payment under the Medicaide Program for care incurred during the 3 months prior to the date of the Medicaide Application if the Medicaide Applicant was eligibility as of that date.
 


SnapShot: As a part of the Medicaide Application process, the county agency takes a SnapShot of a married couples resources as of the first moment of the first day of the first month that the institutionalized spouse receives an institutional level of care. All of the assets of the husband, all of the assets of the wife, all of the assets held jointly are combined. 


Spend Down: The Spend Down is the amount of money which the Medicaide Applicant and/or spouse must spend to reduce the resources of Medicaide Applicant to the personal needs allowance and the resources of the a community spouse to the Community Spouse Resource Allowance. This is determined as a part of the Medicaide Application process.
